
Dallas (WBAP/KLIF News) – The man police believe killed two people Sunday night in Cedar Hills and shot at a number of other people is in the Dallas County Jail, after being returned from Georgetown, where he was caught.
Georgetown Assistant Police Chief Cory Tchida says they tracked Silvestre Luviano to an apartment complex, and surrounded it.
“Once we established our perimeter and were preparing to begin negotiations, the members of the Central Texas Regional SWAT team did hear sounds that gave us indication that he was barricading up inside the apartment,” said Tchida. “So our presence was known at that point…it was not unexpected.”
Luviano tried to escape by running down some stairs. Tchida says officers fired two beanbag rounds, one of which hit Luviano, who was finally tackled by SWAT team members.
Luviano was extradited back to Dallas County and booked into the jail as Juan Navarro Rios. He also faces kidnapping and robbery charges in Williamson County.
Tchida says he’s known by a number of aliases, including Silvestre Frano-Luviano, Juan Navarro Rios, and Guillermo Franco.
According to a statement from Lieutenant Governor Dan Patrick, Luviano is in the country illegally, and has been deported three times in the past. Patrick says that’s an indictment of the federal government for not securing the border.
