DALLAS (WBAP/KLIF News) It will soon be tougher to be a landlord in the city of Dallas. The city council passed tough new rules, making the Big D the strictest in the state when it comes to rental guidelines. Landlords will now have to ensure they eradicate mold and bed bugs and keep air conditioners functional. The new budget also calls for 15 new code enforcement officers to be hired to crack down on landlords not doing their jobs. The new rules go into effect in January.
